Samira Ali Gutoc-Tomawis is a Filipino civic leader, journalist, environment and women’s rights advocate, and legislator who has served as member of the Regional Legislative Assembly of the Autonomous Region of Muslim Mindanao and a member of the Bangsamoro Transition Commission which was tasked to draft the Bangsamoro Basic Law. She also helped organize the Ranao Rescue Team, a group set up in response to the humanitarian crisis that ensued after Battle of Marawi. 
A Maranao who lives in Marawi City, Gutoc-Tomawis is best known for her civil and women’s rights advocacy in response to the 2017 Marawi siege and its aftermath.
Samira Gutoc, one of the senatorial candidates supported by the opposition for the 2019 elections, is a peace advocate who believes in grassroots approach towards peace. 
She is a mother, a long-time community organizer, and a Filipino Muslim woman working with the poorest of the poor in one of the most impoverished regions in the country.
Gutoc, recently won the N-Peace Award for the Philippines under the Untold Stories category for her efforts toward peace-building in the country and her role in the advancement of the rights of women and the marginalized sector in Marawi.
