President of Mang Kiko Catering Services Inc. Attorney Navarro claims that they had water samples passed in testings before the Diarrhea outbreak:
“Napansin po namin, na yung tubig ng BuCor, 2010, as early as 2010 eh contaminated na po ng Coliform. We wrote them in 2010, but unfortunately because I guess they lack in resources they were not able to response. 2011 ganun din po, sumulat din po kami ulit and then wala din pong sagot. 2012, 2013 same scenario. Napilitan na po kaming magpahukay ng sarili naming deep well sa loob, sa loob po ng kitchen na 240 ft. From then on, monthly po tinetest namin ang tubig na ginagamit namin. In fact, before this diarrhea outbreak, meron po kaming katunayan na pasado po yung ginamit naming tubig, and it’s continuing. The water quality that Mang Kiko uses is good.” Attorney Navarro said.
“Mang Kiko is employing 369 inmates in the food preparation, Can you imagine kung sinabi mo na nilalason nung inmates yung pagkain, hindi pwedeng mangyari yun kasi the inmates themselves are part of the food preparation. Gusto ko lang istress na ang Mang Kiko Catering ay tumutulong sa mga inmates. Ang site ng Mang Kiko ay on-site, Mang Kiko does not bring food from outside. All catering, preparation is done by Mang Kiko on-site. Sapagkat napakahalaga ng food, yung inmates mismo ay binibigyan ng employment. About 369 inmates are gainfully employed from atleast 1500, yung mga helpers to 6000 a month na pumupunta mismo sa kanila na nagagamit nila, so yung 369 na yan will be brave enough to use food na hindi sanitary sa impose lang eh mamatay na sila. Yung mga nutritionist dyan eh mga babae yan. They cannot remain inside, they cannot go alive if the food is unsanitized. So yung yung news na yan ang nangyari ay nauna yung press release na food poisoning bago nila tinesting so umatras na yung DOH. Yung dalawang namatay ay parehas matanda na at paregas may condition.” Attorney Kapunan said.
“YES. Ang sagot diyan is yes. This is why ang appeal natin ay we are requesting the secretary of justice, if he really has will to clean up the BuCor, to investigate immediately the irregularities. We’re requesting for our own president, (President Duterte) if he’s really concern to the health of our inmates, kasi sabi nya concern na concern siya, eh dapat idispense and budget, iincrease in appropriation sa water facilities. Atsaka sa water sanitation inside. Meron po akong na meet na mga doctors from UN Health Organizations na hindi makapasok sa ating prisons, sa amoy pa lang nasusuka na sila, so that is the appeal to our President Duterte and of course to Director General Benjamin Delos Santos, wag naman, NANALO NA SA BIDDING, FAIR AS SQUARE. IT IS NOT CORRECT UNDER OUR BIDDING RULES THAT YOU DO NOT AWARD IT TO A SUCCESSFUL BIDDER WHO HAS COMPLIED. if that is the president (Benjie Delos Santos) kung yan ang ehemplo, gagawin din yan ng iba pang Government Agencies. That is why we appeal to the blue-ribbon commuinty to see.. Kung hindi wala ng mag bibidding dito, lalo na ang dami nating infrastructure. WALA NG MAG BIBIDDING DITO KUNG LAST MINUTE PANALO KA NA, PERO AYAW MO DAHIL HINDI KA MAKAKAKUHA NG PORSYENTO SA KONTRATA NA YAN EH SASABIHIN MO FAILURE OF BIDDING ” Attorney Kapunan said.
